Vice Minister of Environment

Ms. Elda Xhumari has held the position of Deputy Minister of Environment since October 2025.
She graduated in Computer Science – Information Technology Systems and then completed two Master’s programs at Voronezh State University in Russia: one in Information Systems Security and the other in Economics – Quantitative Analysis of Financial Markets. In 2021, she defended her “Doctor” degree in Informatics, in the field of neural networks and artificial intelligence.
Since 2015, Ms. Xhumari has been a lecturer at the Department of Informatics, Faculty of Natural Sciences, University of Tirana, where she conducts scientific research in areas such as information systems administration and security, computer networks, Deep Learning, Blockchain, as well as ICT project management.
In addition to her university career, she has a consolidated professional experience in national and international development projects. She has served as:
• Risk Manager at the Albanian Development Fund, where she has established and implemented institutional risk management mechanisms for the organization’s activities.
• Consultant for institutions such as UNDP, GIZ, Save the Children, PAP/RAC, Threls Ltd., IGEA, with a focus on digital transformation, cybersecurity and technological education, geospatial data and the environment.
• Expert in designing digital transformation strategies, information platforms and advanced systems for environmental information management.
She has participated in research programs and academic mobility at renowned universities in Poland, the United Kingdom, the Netherlands, Germany and other EU countries, representing Albania in scientific and professional projects in the field of technology and information security.
Ms. Xhumari holds specialized certifications, including that of an internal auditor in the public sector. She has excellent skills in Albanian, English and Russian, as well as good knowledge of Italian.
