The “Clean and Resilient Environment for Blue Sea – CARE4BlueSea” Project is financed by the World Bank and aims to contribute to environmental protection and improved water quality in Albania’s southwestern coastal area. The Project’s main objective is to reduce pollution originating from land-based sources and entering the aquatic environment through integrated interventions in solid waste and wastewater management.

The Project supports investments and measures designed to improve public services; protect rivers, groundwater and coastal areas; and strengthen the capacities of central and local institutions for more sustainable environmental management.

A significant component of the Project focuses on improving solid waste management by supporting municipalities in enhancing service quality and coverage, improving waste collection and separation, promoting recycling, and strengthening monitoring and reporting systems. The Project also aims to support the financial and operational sustainability of waste management services and promote circular economy practices.

Another key area is the reduction of water pollution in the Vjosa River basin by improving sewerage infrastructure and services and wastewater treatment. Interventions include rehabilitating and extending sewerage networks; constructing or upgrading wastewater treatment systems; providing decentralized sanitation solutions; and implementing measures to reduce pollution from non-point sources. The investments will also take into account climate-change-related risks and the need for more sustainable and resilient infrastructure.

The “Clean and Resilient Environment for Blue Sea – CARE4BlueSea” Project has established a Grievance Redress Mechanism (GRM), through which any individual, entity, beneficiary, stakeholder or community affected by Project activities may submit grievances, concerns, comments or suggestions relating to the preparation and implementation of Project activities.

Submitting a grievance through the GRM is free of charge. The mechanism also allows grievances to be submitted anonymously, and information is handled in accordance with confidentiality and personal data protection requirements.

Every grievance received will be registered and assigned a unique reference number. The grievance will be reviewed by the responsible Project structures and, where the complainant has provided contact details, the complainant will be informed of the progress, proposed measures and outcome of the redress process, in accordance with the procedures and timeframes set out in the Project Grievance Protocol.

Through these interventions, CARE4BlueSea aims to contribute to a cleaner environment, reduced pollution, improved solid waste and wastewater management services, and the long-term protection of Albania’s rivers, water resources and coastal areas.
