Sofjan Jaupaj

Minister of Environment

Since September 2025, Mr. Jaupaj has held the position of Minister of Environment. Prior to this position, he served as Deputy Minister of Tourism and Environment.

Sofjan Jaupaj was born in Tirana on February 1, 1990 and graduated in Law in 2013 from the Faculty of Law of the University of Tirana where he was a member of the network of excellent students of this University and pursued LL.M. studies in Intellectual Property Law in Italy, Switzerland (beneficiary of the European scholarship of the World Intellectual Property Organization).

In the last 10 years, he has held various positions in the public sector in Albania as Director of the Cabinet of the Chief Negotiator for EU Integration of Albania, Director General and Coordinator for EU priority legal norms at the Prime Minister’s Office, the Ministry of Tourism and Environment and the Ministry of Culture.

Since 2021 he is the National Authority for the Green Climate Fund and the Global Environment Facility. He has lectured on several legal subjects as an external professor. Mr. Jaupaj has been trained by the Diplomatic Academy of Vienna and the College of Europe Bruges on European affairs and economic diplomacy as well as by the Harvard Law School in the USA on intellectual property with a specialization in copyright and other related rights. He is an alumni of the Political Academy of the Council of Europe. He has an excellent command of English and Italian.
