Strategy For Legal Education Of The Public

The strategy for public legal education (SELP) defines the vision, strategic and specific objectives of public legal education (ELP) during the period 2019-2023. SELP is the first strategic document approved in Albania with a special focus on the legal education of citizens. This document is the result of a comprehensive drafting and consultation process. Knowledge of the law and legal education of citizens play an essential role in any democratic society, where behavior, actions and relationships between them are disciplined by legal norms and rules. These norms and rules are sometimes complex or subject to constant change.

Lack of knowledge or insufficient knowledge about the law and legislation, in general, leads to the situation where citizens do not understand the rights and obligations that derive from them. Moreover, all this instills a culture of disrespect and non-implementation of the law in society, which constitutes an inherent threat to the rule of law. Public access to knowledge of the law is fundamental to guaranteeing an effective justice system. Thus, informing and providing knowledge about the law, rights, law enforcement institutions, responsibilities, etc. are not only related to legal education, but are the components of culture and civic need for access to the rule of law.

Also, ELP directly affects the relations of citizens with public administration bodies. Having knowledge of legislation, citizens understand the roles and responsibilities of public administration institutions. Thus, they are able to refer their case to the relevant body, correctly formulating the requests and complaints it addresses. In addition to the relationship of citizens with public administration institutions, the level of legal knowledge plays a key role in the behavior of citizens themselves in various sectors of life, both in their family, work, legal-civil relationships, as well as in their actions and decisions. their protection of health, safety, environment, etc. Knowing the legislation that regulates the relations in which citizens are involved, encourages them to respect the law, makes them avoid illegal actions and reduce conflicts.
